Russia proposes to increase the amount of funding and the number of scientific research

As the parliamentarian explained in a commentary to , the ratio of spending on research and development (R&D) to GDP is one of the economic indicators by which countries are compared.

According to her, Russian President Vladimir Putin has repeatedly emphasized the importance of R&D for the creation of new technologies demanded by industry.

Lantratova explained that she was approached by teachers and students of Magnitogorsk State Technical University named after G.I. Nosov with specific proposals for legislative incentives for the development of trust funds created for non-profit purposes and R&D.

In particular, within the framework of the initiative it is offered to exempt from the profit tax those incomes of the company, which were received from scientific research activity – at least if it was conducted in cooperation of business and supportive higher educational institutions.

In addition, one of the ideas is related to increasing the limits of revenues and profits, in which, for example, the participant of the “Skolkovo” project is exempted from the obligations of a taxpayer under VAT for ten years from the date of obtaining the status of the project participant.

In her opinion, such proposals will help to increase the amount of funding and the number of research carried out, as well as contribute to the strengthening of domestic technological sovereignty.

“In view of the above I ask you to instruct together with the corresponding ministries and agencies to consider possibility and expediency of realization of the above legislative initiatives and submit position of the Ministry on this issue”, – the text of the appeal reads.

Earlier deputy Yana Lantratova proposed to include physical education instructors in preschool institutions in the list of specialists who are eligible for the appointment of early retirement pension;
