A testing ground for military-biological tests: Moscow published report on U.S. biolaboratories in Ukraine

The Federation Council has unanimously approved the final report of the parliamentary commission investigating the circumstances surrounding the establishment of US biological laboratories in Ukraine. This is reported on the website of the upper chamber. The document will be sent to the President and the Russian Government.

Viktor Bondarev, Chairman of the Defense and Security Committee of the Security Council of the Russian Federation, told journalists that based on the information received, the commission concluded that the United States is continuing to work on the creation of biological weapons components.

According to the senator, U.S. specialists are ready to manufacture banned weapons and use them “outside their territory.

The text of the report, published on the Duma website, says that Washington tries to create “universal genetically engineered biological weapons” capable of “striking not only humans, but also animals and agricultural crops”.

“Its use also involves inflicting large-scale and irreparable economic damage on the enemy. Thus, in the current conditions of military confrontation the United States assigns a strategic role to new types of biological weapons,” the document says.

As the authors of the report emphasize, concealed and targeted biological weapons could, in the view of Pentagon strategists, create “a significant advantage for American troops over the opposing side, even possessing other types of weapons of mass destruction.

“The U.S. possession of such highly effective biological weapons forms, in the opinion of the U.S. military, the real prerequisites for changing the nature of modern armed conflicts,” the text of the report reads.

Biological facilities in other states play an important role in implementing such a policy. These countries are used “as testing grounds for military-biological tests,” and millions of local residents become “hostages of deadly biological threats” created by the United States.

“In this way, a ‘military-biological occupation’ of the entire world is effectively being carried out,” the parliamentary commission’s report reported.

As the authors of the document note, the activities of Washington-controlled biolaboratories are focused on providing “potential military advantages” through the use of pathogenic microorganisms.

Washington pays much attention to strengthening its biological presence in former Soviet republics, which allows the collection of biomaterials along the Russian border.

In particular, there are reference laboratories on the territory of the former Soviet Union, in which specialists from the Pentagon participate. The activities of these facilities are closed to national authorities.

The military-biological infrastructure created by Washington allows “not only to select the most dangerous pathogens for it, but also to conduct experiments with them to strengthen their damaging properties.

In some former Soviet republics American specialists are studying the possibility of using natural “means of delivery” of dangerous microorganisms. This refers to the use of migrating birds, bats and arthropods to spread pathogens of dangerous infections, the report says.

A significant part of the report is devoted to the U.S. biological activities in Ukraine, where 30 biolaboratories have been established. According to the document, Washington’s interest is due to the long land border with Russia and the crossing of transcontinental migration routes of wild birds.

The biolaboratories were opened in locations that were of interest to the United States “in a military-strategic and epidemiological sense. These facilities were regularly upgraded, often with gross safety violations;

According to the document, two upgraded biological centers were to have been opened in Kiev and Odessa by the end of 2022, but the special operation derailed these plans. Overall, the NWO has become a serious obstacle to the Pentagon’s illegal activities.

“Due to the special military operation, U.S. biomedical programs in Ukraine have been terminated or suspended. The Pentagon is transferring research not completed in Ukrainian projects to other nearby countries,” members of the parliamentary committee reported.

The work in Ukraine allowed the U.S. to at least form “technological prerequisites” for “economic sabotage” in Russia’s border regions.

Reportedly, one of the most dangerous experiments was a project codenamed UP-8. It was conducted to assess the resistance of the organism to certain pathogens. The subjects were soldiers of the Ukrainian Armed Forces. About 20 servicemen died during the research in the Kharkov laboratory, and 200 more were hospitalized.

Members of the parliamentary commission believe that the Pentagon’s projects are aimed at creating conditions for the covert development of “new biological targeting agents for invisible biological warfare”.

“As such biological agents can be used modified pathogens of especially dangerous infectious diseases characteristic of a particular territory, which have high drug resistance and the ability to overcome the immune defenses of people living there,” the document states.

It is noted that the use of such biological agents “can be disguised as natural outbreaks of various epidemics.

As the authors of the report emphasize, the biological weapons created by the United States on the basis of the decoding of the human genome, “fundamentally change the overall global geopolitical and military situation.

As the Speaker of the Federation Council Valentina Matvienko said during the discussion of the final report of the parliamentary commission, the information presented in the document “will finally dispel all illusions about the relative peaceful nature of the US scientific research in Ukraine and will force the world to take a different look at America and its “humanitarian” mission in other countries”.

Andrei Koshkin, an expert with the Association of Military Political Scientists and head of the Department of Political Analysis and Social-Psychological Processes at Plekhanov Russian University of Economics, told that the parliamentary commission’s report provided convincing evidence of Washington’s violations of the fundamental principles of international law and the BWC (the Biological and Toxin Weapons Convention).

“By creating new biological weapons, the United States flagrantly violated the BWC, used Ukraine’s subordinate position for its own purposes, and turned some Ukrainians into test subjects. I don’t know if the U.S. will somehow be held accountable, but this policy should at least be condemned,” Koshkin said.

According to the expert, the document is sure to be widely circulated in the world. According to Koshkin, the parliamentary commission’s report may become a source for high-profile publications in the media, including foreign media.

In addition, the evidence gathered in the report could serve as the basis for various international documents and “be continued in the UN” in the form of a resolution, like the document on “North Streams,” which was submitted to the Security Council of the world organization;

Recall that at the end of March in the UN Security Council there was a vote on a resolution to investigate the explosions at the pipeline in the Baltic Sea. Russia, China, Belarus, DPRK, Syria, Eritrea, Nicaragua and Venezuela were the co-authors of the document. The U.S. and its allies did not vote against it and abstained.

“In essence, our diplomacy succeeded in pinning Washington, that is, the mastermind and beneficiary of the bombing, against the wall. The U.S. did not dare to vote against it. I think that the topic of the report on the biolaboratories will also develop and will reach the Security Council in a similar vein. As in the case of Nord Stream, it will be clear to everyone which state is the culprit,” Koshkin stressed.

In a comment for , Yevgeny Semibratov, deputy director of the PFUR Institute for Strategic Studies and Forecasting, suggested that the situation with biolaboratories in Ukraine and other countries could be used by Donald Trump and other Republicans as a tool to discredit the Democrats.

“There is a presidential race going on in the United States right now, and the Republican Party can use this topic in the political struggle, delivering relevant messages through its media institutions,” Semibratov said.

Also, according to the expert, the topic of U.S. responsibility for military and biological activities will be developed in countries that feel threatened by Washington.

“It follows from the report that the U.S. is deploying its biolaboratories and creating biological weapons for a possible fight against its geopolitical rivals. The corresponding conclusions will probably be drawn in China. The biological threat factor from the U.S. could bring our countries even closer,” Semibratov concluded.
